SERIOUSLY, someone told me if I send p3 without p4 its like lying that you got the p3, because dont you have to sign that you got it.

You have them backwards. 

You get the P3 package, or you can download it. 

You can send the P3 as soon as you get it or really any time after your CEAC says ready.  I generally tell people to wait a week.  Have all the items listed for interview.  You don't have to have them in your hands at the moment you send it.  You're saying you will have those items for interview. 

You can do the DS-160 as soon as you have your MTL number

Just don't book an interview until you have the p4. 

Very worst thing that can happen from sending the P3 too early is that Montreal sends you an email saying they can't accept the p3 yet.  So then you wait a few days and resend.

What, really? so you do not have to have that p3 letter? saying you can proceed? the one that is supposed to come in the mail?

Yes, so they probably sent your P3 on June 6th.  You can wait for it in the mail if you really want to.  Like @NikLR said, the worst that happens is you get an email back saying they can't accept it at this time.  I had long since gotten P4 and booked my interview before P3 finally made its way to my house.  The process is slow enough; take any option you can to speed it up. :)
