Where to file? And Advise please.

Hi everyone! Hope you are all doing well!

 

My boyfriend and I started preparing our K1 Visa.  I need your advise please.

 

We met online April 16, 2018

He visited me in the Philippines Sept 10, 2018 and spend time together for 2 weeks.

We applied  for Tourist Visa on December 2018, denied.

On February 24 2019, we met again. But we decided to meet in Japan instead to travel, spent 2 weeks together.

We applied again a Tourist Visa this April but we failed again :(

May 12 2019, he proposed to me via facetime.

He is 27 y/o and I'm 25.

I'm from the Philippines.

 

Questions:

1. Is it okay to apply a K1 visa next month? ( We are planning to send the petition)

2. Can we consider ourselves engaged even he proposed only on facetime? and there's no ring yet.

3. Where to file the petition? (My fiance is from Ohio)

Just follow the guides here, it's a straight forward process. Please do study and read the guides though and understand the entire process ahead of time to include the AOS phase.

08/15/2014 : Met Online

06/30/2016 : I-129F Packet Sent

11/08/2016 : Interview - APPROVED!

11/23/2016 : POE - Dallas, Texas

From sending of I-129F petiton to POE - 146 days.

 

02/03/2017 - Married 

02/24/2017 - AOS packet sent

06/01/2017 - EAD/AP Combo Card Received in mail

12/06/2017 - I-485 Approved

12/14/2017 - Green Card Received in mail - No Interview

There are a few small points where the guides here are out of date. Most notably, they don't mention that paying by credit card is accepted for all USCIS lockbox fees (including I-129F petitions) now.

I would be worried paying with credit card, especially AoS fee, since >$1000 charge seems likely to trigger "fraud detection" alert, that will result in soft denial, but chances are they will not rerun transaction even after you approve it.
