Wife wants to magically create a bank account out of thin air a month before her mom's interview

It may not be directly but most (if not all) illegal stays are related to money  - people want to work to earn much more money than they could earn in their home countries. Having a significant amount of money can show that the applicant may not have a need to work illegally when visiting US.

I think it's putting the cart before the horse, though. The fact that somebody has some money has no bearing on what they will do in the future. Why they have the money (or not) would be relevant (good job, long history of saving, rich family / always been well off, etc.).

It may not bear any value to US official who reviews a case but it is very much the reason how people maximize their changes. 

 

Anyway, one of my relative and his wife applied for tourist visa this March, the husband got approved but his wife got rejected. My conclusion: I have no idea how criteria for a tourist visa are determined :)

Opening an account solely on the base of B2 is well... Not smart. As Ben mentioned. It would just look so weird. Opening account, miraculously 3k appears, and she applies for visa. That would make it a bigger red flag, than not having money at all. Don't do that. Be honest, but don't volunteer either. 

Generalizing.. Everyone and every single entity is generalizing. OP is exaggerating too, but i wouldn't be so hurt and pained if someone would say Lithuanians are all drunks lol. By stats we are top 3 in the world in consumption of alcohol. Everyone here should focus on the topic rather than venting of the OP and the "extra's" he says, for gods sake, it's immigration forum, not politics..

Agreed, I have a tourist visa as well and helped prepare my dad's visa docs in Nov last year and it seems easier to just pay the $160 fee and apply. 

And tell MIL to say she's only visiting for a few days and wants to go shopping.
