Hello, I am a US citizen by birth. My wife and step son recently received their green cards. I would like to legally adopt my step son (he’s a minor). Can I adopt him as a perm resident or does he have to first be a citizen? Also to what extent do we need consent from the birth father?  He lives overseas (Philippines) and my wife/son have no contact with him.

You are free to adopt. There is nothing needed from an immigration aspect. the child is already a permanent resident. Since there is no further immigration requirement you may want to seek help with adoption from another site that specializes in adoptions in the US.
