I am not so sure that any particular USCIS Service Center solely deserves that dubious accolade.  They have all had their good and bad times. There were five Service Centers when we were in the middle of our immigration journey. Although they are not the same five centers that are in use today.  When we first started with the K1, the CSC was much slower than the VSC. We never thought that we would get through the CSC slow times. Then over the years the VSC got overloaded and some workload was shifted to TSC, the PSC was started up. Later on when we were in our AOS phase our file was sent to MSC (NBC). Then is seemed that USCIS was shifting a lot more work to the local field offices. 

 

I swear that USCIS is just like an old jalopy Edsel, with four bald leaky tires, and a worn out engine. They just keep fixing the flats as necessary, and recycling the engine oil when the engine starts making noises.....and it still just clunks along.

If you haven't received an NOA how do you know its at Vermont??

Simply put - we’ll get our approvals EXACTLY one year from the date that our biometrics were taken.  

Regardless if the case was transferred to Texas or remained in Vermont. 

Of course there are exceptions to this rule - but GENERALLY this is how it’s going to happen from now on.  

Patience is a virtue.  So no need to panic

Well, it's been 15+ months for me, so I'm an exception to the rule. Tier 2 officers repeatedly tell me there's no derogatory info on my record, yet it took my Congressional rep to get USCIS to recently assign my case to an officer for adjudication. If I'd waited patiently, my file would likely still be gathering dust somewhere in Vermont...

 

My advice is different: It's time to panic!
