I think once you have served a 10 year ban outside of the US, you are free to apply to enter the US. I do not think you need to request a special forgiveness.

If you don't already have an approved I-130 petition then submit the I-130 packet: https://www.visajourney.com/content/i130guide1 Remember to keep foreign passport stamps, etc. that prove the date he left the US in case they request it in the consular phase.
