1) If there’s a DCF option with your local embassy (or covered regionally) and you fulfil their requirements then yes. 

2) No, I’ve seen people get an immigrant visa, go to US to activate it and then go back overseas with their gov employee spouse (can file expedited naturalization as well if you continue to serve overseas).

DCF is about extinct.

1.  IF DCF is available, it is a much faster process (All foreign USCIS offices are closing...so it might not be available)

2.  No

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Doesn't really make much sense to activate an immigrant visa if the intent is to continue living overseas. Obtain one closer to the US migration date.

Not everyone's fact pattern fits the generally speaking,  particularly when the USC has qualifying employment abroad
