Do you pay late enrollment penalty for medicare even if you were not US citizen ?

I found that after 65 if you don't get medicare you pay late enrollment penalty ...

But what if you were not US citizen ? penalty still applies?

 

Also, if you are not US citizen but passed 5 year residency after becoming permanent resident in USA and still did not apply for medicare-- penalty still applies?

You may have to pay the late-enrollment penalty for as long as you have Medicare Part B. The penalty amount could go up 10% for every 12-month period when you were eligible for Part B but didn't enroll.

Did they earn any work credits toward Medicare since they were in the US? If not, are they prepared to pay a lot for Medicare?

 

The monthly cost (2019--changes every year) is $437 (part A-hospital) + $135.50 (part B-doctors) = $572.50 

But since Medicare only pays 80% of costs, they will need a "Medicare supplement" also known as a "Medigap" policy--average cost is about $300 on top of Medicare

So, can they afford to pay about $872 per month?

Oh, and then there are the co-pays for services...

The penalties take effect if the person did not enroll when they first became eligible irregardless of whether they are a citizen. The link given above contains good information on this.
