OP, I suggest you get a lawyer who understands how Pakistani adoptions interact with US immigration. It seems to me that there are different processes for USCs adopting out of Pakistan, and for Pakistanis brining adopted children as derivatives on immigrant visas.

Unavailable. Islamic law, and as a result, Pakistani law, does not recognize adoption. Pakistanis often obtain various documents identified as "adoption deeds". One common format is an "adoption deed" written on "rupee paper" and signed by the biological and "adoptive" parents. As adoptions are not recognized in Pakistan, and "rupee paper" is not a legal document, these documents are not evidence of a legal adoption and as such are not acceptable for immigration purposes. Even court documents claiming that a child has been adopted are not acceptable. Family courts, in an attempt to assist those who agree to care for the children of others, may state in the orders that an adoption has occurred, but this is not a legal adoption acceptable for immigration purposes. At best, the court can grant guardianship of a child to a non-parental adult. While such an order may be acceptable for an IR-4 visa if the child meets other qualifications, this order is not sufficient for immigration under other family-based visa categories.

OP, this is what you need to be concerned with. This is what the embassy will consult for a F4 derivative.

The post Boiler referenced and I repeated,  is from the DOS page that deals with judging documents for principals and their derivatives looking to enter the US on immigrant visas. Hence my earlier post about suggesting you engage a lawyer who is versed on the difference between these for Pakistan.

 

Anyway, you follow the path you deem best...  by the time I’ve repeated myself three times in any thread I consider my contribution to be done... good luck.

What is your current decree issued under?  Family Court Act?

The Guardians and Wards Act Decree is the main one that is needed

The fact that you do not already is concerning

 

Is the adopted child registered as your child in NADRA? 

As mentioned by others, this can become very complicated.

Hello group

We received our F4 visa in our passport along with a Brown Envelope in which our Immigrant Visa Data Summary was attached to it  that states do not open.

My question is it normal that we received the Brown envelope instead of it being sent directly to the US immigration  as others claims theirs to be??

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You really need only your passport with valid, unexpired visa along with the unopened packet.......no other documents are required to enter the US.
