Am I correct in assuming that I do not have to file the medical report from Moscow, but just what the civil surgeon gave me in a sealed envelope?

The medical report from Moscow was contained in the do not open envelope handed over at the POE.  What did the civil surgeon give you?

She gave him three vaccinations and charged $400 and a sealed envelope saying that they did not give him all the vaccines they were supposed to and the envelope says vaccinations only

He turned over his physical on POE but we have a copy

yes he had his medical in Moscow and then we had to do the I 693 and she said that they did not give him enough of the vaccines so he had to take the tea dip and the MMR here

A civil surgeon here in Virginia told as that Lee's physicals overseas are becoming more of a problem because either they don't have all of the vaccinations or they don't do them properly

You did not complete the vaccinations overseas then if you did not receive all vaccines signed off on your DS3025. Not sure if you have though because your explanation is not clear.

 

You can look at your personal copy of your DS3025 though that came with the XRay CD. 

If its marked at complete on the bottom left you are likely fine but if its marked as incomplete you will at least need a US Civil Surgeon to transcribe your vaccination record to a new I693 at minimum but most likely you will have to redo the whole medical exam as most CS's will not simply transcribe a vaccination record.

 

Why did you not complete your vaccines abroad? Not doing so is a huge hassle once you get here.

We thought we did. He went to his regular physician first to save time and  money and get up-to-date with the list that USCIS requires and then he went to the panel physician.

Sorry I assumed you meant Panel Physician when you said CS. After reading further you have not completed your vaccines overseas.

 

As per submitting anything from your overseas medical. Nothing you have would be valid as your Interviewing officer would obtain your overseas medical from your file at your interview. The valid part would be in your sealed envelope and now waiting for you in your A-file.

You will need to bring the new I693 with the new vaccines transcribed on it to your interview.
