Actually when I filed, I did not have a valid ACR card. I did have a rental agreement, including being on my wife's insurance policy and the internet bill showing I have been living in the Philippines. My ACR card expired more than a year ago.

With our DCF experience in India, they do. You generally can not file if you're on a tourist visa and they require utility bills, bank statements or some form of state issued ID with FRRO (Foreigners Regional Registration Office) registration documents.

Depends. Some countries allow tourist visas to be renewed indefinitely, usually by exiting and immediately reentering the country. This process is typically called a "visa run". Mexico is one such country, and I lived there continually for 4 years (and on/off for 3 years before that) by doing exactly this, without ever having anything more than the tourist visa you get on arrival.

06/27/2017: NOA1 (technically a RFE as we were missing beneficiary ID)

07/06/2017: NOA2

07/12/2017: Case assigned by Juarez embassy

07/17/2017: Packet 3 received

08/15/2017: Interview/Approval!

08/22/2017: Visa received via DHL

09/03/2017: POE

09/16/2017: Permanent Resident Card received

 

Total days from NOA1 to approval: 49
