A tracking number doesn't confirm what you mailed, but it at least confirms you sent something to USCIS after the I-90 was filed and that something was subsequently lost (as could be shown via an inquiry/case with the courier).

That would at least strongly imply you actually sent the green card. As-is, it's just somebody's word that they sent it.

 

Sorry to hear about the troubles. The lawyer may or may not be great (one case doesn't make or break somebody), but he majorly dropped the ball here. There's zero reason to ever send something to immigration without a tracking number.

If USCIS did get it then is there a way to track it? They want a case # which we don’t have. USCIS knows why I want a replacement. It is because they put the wrong birth year on it.

Only way I can think of to find out (without them issuing an RFE or worse) would be to call them and/or see if they can put in a service request or case inquiry.

Call USCIS and ask to be transferred to a L2 officer...tell him/her that you sent the i-90 and never got a NOA, so have no receipt number to give.  They may be able to find out if they ever received it in the first place without you giving them a receipt number over the phone.

 

If they didn't receive it/have nothing on file for you in regards to a i-90, then you'll likely have to file another one.

Good news. It looks like my lawyer did not send in my original PR card. So he re did the paperwork again and handed me the packet to mail it (no lawyer-client relationship with I-90) and did not recommend that I send in my original PR unless I get a RFIE/RFE (they may not ask for it though). So I mailed it yesterday from Fedex. Included a copy of my Birth Certificate and copy of my front/back PR card both in color copies. 

 

Also, not sure if they will send in a letter for me to to do another Biometrics. Initial was done on 11/6/17.

 

By the way what is the average cost that a lawyer charges to do this type of filing?

Already posted the info on page 1 about the original GC being required for an i-90 sent due to DHS error.

A lawyer can charge whatever they want for their individual services.  You said you get a great discount from your lawyer-friend, anyhow.
