It depends on the consulate.  I know that online it says the NVC will work with the consulate to schedule the interview, but I think this is generic wording that does not apply to all consulates. For some, you will have the option of scheduling the interview yourself after paying the visa fee.  You will enter your visa fee receipt number online and the scheduling section of the US Travel Docs website will open to you.  Other countries will send you a date and time of their choosing.  You should ask in the Caribbean forum (https://www.visajourney.com/forums/forum/153-caribbean/) as there will be more people with experience in the Dominican Republic there.
