We'll have to agree that we disagree.

If you think the Philippines has a National ID  ....    I do disagree.

So the links that verify a Philippines National ID signed by the President of the Philippines is not valid or doesn't exist. I beg to differ.

You want to run with that .. seriously?     No it doesn't exist .. yet.    Read the link you provided.

The National ID system isn't allowing people to register until September 2019  ... don't have a calendar in front of me but I think this is APRIL

You are still stirring the water and making mud, which isn't in any way helpful to the OP.      As for the OP completing the DS-160 today (not September) there is NO National ID ...

And you started out by pushing the SSS number and DL number ..  and those are not National ID  .. which doesn't help the OP either.

Disagree ...  Ya that's the ticket.

Thanks to all who are giving their two cents worth, it's a big help. Because...I think I may have figured out a way to look at the National ID number issue(?). I'm thinking of it like how the U.S. views their SSN. Locally, not everyone has an SSS account or a Driver's License. But once an American citizen is born, they are assigned a unique SSN, effective for the rest of their lives. I think the upcoming national ID system is intended to mirror that system. So, until that is in effect, Filipinos don't have a National ID Number just yet. I don't know, what do you guys think?
