I agree in general but as a parent I would say in this case:

 

Teenagers do not have developed brains as Parents are always scrambling to understand them.  (Not to mention the constant lying)

 

The good news by OP asking now is that they can really pull off a F2A visa with CSPA (see my previous post) if GC Mother files I-130 asap.

OP, this is comment is not aimed at you......but it irks me when people treat immigration like it's something you can just pick up where you left off, you know. Immigration journeys are a lengthy process that creates stress, anxiety and breakdown of relationships due to the distance and being apart for so long...not to mention to costs associated with them. 😕 

Kid was just 18 and starting or new at college by the sounds of things, you can hardly blame her for making an uninformed decision about US immigration.

And bear in mind OP”s wife entered as tourist to adjust, what exactly was this 18 year old supposed to do with her time when she could have been studying in Russia? Seems to me she took a rational approach actually, even if it wasn’t the fastest from a green card perspective.
