You can apply as many times as you want but the result will be the same - denied.

 

You becoming a Canadian citizen is irrelevant, you are still the same person with the same permenant ban.

The consulate officers don’t recommend you for waiver, you have to request it. Approval of such request is on their discretion. If approved, you could be granted the visitor visa.

Once you acquire Canadian citizenship, you need to request for waiver directly at POE.

To reiterate, changing passports doesn’t take the ban away.

You can pay the fee and certainly ask the CO at the next interview if you can apply for a waiver.   If s/he recommends you for one, you  will need a lawyer, money, and many, many months of patience. It would probably be easier just to vacation elsewhere. Generally people don’t bother with these waivers for tourism because of the long expensive process to get them, so it is usually only considered worthwhile when applying for an immigrant visa. Also I don’t believe that these waivers are granted automatically just because you apply, so after all that you may still have your ban in place.

@arken, Can you clarify what you mean by this? It sounds like you are implying that a CBP officer at the Canadian/US border can approve a waiver for permanent inadmissibility directly on the spot. Surely that can’t be the case? But why apply at the POE then? I think I misunderstand something?

Rules are weird for Canadians, without checking I think this is doable.

Since Canadian citizens don’t need visitor visa, they can apply for waiver at POE without going to Consulate/Embassy. They may be told to come back few days/weeks/months later depending on the processing. This is just to enter on nonimmigrant visa/status, not for immigrant visa.

Yup, CBP says it can be done at POE but also says do well in advance of travel because can take up to a year

so I wonder why would someone schlep all the way to a POE to do it when for most Canadians  it’s probably easier to do at a preclearance facility, which is one of the other options? I mean if you live near one sure, but...

You have to apply for the waiver in form of a letter to the CO may be at the next appointment. The CO can’t approve it right there. If he denies your request, then nothing can be done. If he accepts your request, he then forwards your request to another US department for approval. If they approve it, then you may get the visa. May take weeks to several months.

 

If you are denied at this time or didn’t go throuh Consulate waiver process, after you become the Canadian citizen, you can apply for waiver at POE or any Preclearance facility like @SusieQQQ said. You have to submit form i-192 in that case. Processing time may be up to a year or more.

 

You will not be granted admission to the US until you are approved for the waiver regardless of time and citizenship.
