It is allowed as long as he can convince the CBPO that he will return to his country before the end of the authorized stay.  Every entry is at the discretion of the border officer.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

An uphill battle, but the only thing to lose by trying (and being honest, obviously) is the $160 fee. Good luck.

Applications for US visas from Nigerian nationals tend to be under scrutiny regardless of the visa type being applied for....no harm in trying but think about the money you can save because these things are non-refundable.
