She's just giving you an example. You probably won't wait a lifetime but she's saying no matter how long it is in AP,  you have no basis to file any sort of lawsuit. I'd suggest just living your life and put it to the back of your mind. 

03/01/2019 - USCIS Chicago lockbox received case  for AOS/EAD/AP

I understand your frustration but there is nothing you can do, you're just going to have to wait it out unfortunately. Just don't think about it and live your life and eventually it'll come. You'll drive yourself crazy if you think about it especially if you can't do anything about it.

yes unfortunately its hard but for family its more hard to family cuz my im ready in caes just my dad and mom on ap

A Writ of Mandamus forces USCIS to make a decision but if you decide to go this route be prepared for a denial because without the background checks being complete, that is the only decision they can make.

 

Any and all background checks need to be complete in order for a visa to be granted.

It's ok, I wasnt trying to be flippant and your frustration is justified. I can't imagine having to wait that long in AP.

True, but a writ of Mandamus applies to all Federal agencies including US Embassies; not just USCIS. OP, the writ doesn't force the agency to approve your case; it only forces them to make a decision so suing can go in your favor or against you. But technically you can sue and in your case I think 3 years waiting in AP sounds like a probably cause to sue, if you have already exhausted all channels like senators, ombudsman etc etc. 

Where is your case currently? USCIS, NVC or USEM? Fill your timeline so we better answer your questions based on that.
