Can you apply for a j1 waiver even if you don’t have a j1 visa stamp? That can happen if you change your status (in my case- F1 to J1) within the USA and not have not visited your home country

YES.

But I haven’t been to my home country and now I want to start the waiver process. If the only option is to visit the home country I could do that, but then my visa date would be newer than my j1 (ds2019) start date.
