OP-- USC husband needs to submit proof that he lives in the US, and would continue to live in the US once an immigrant visa is approved. Having a US passport isn't enough to prove domicile.

And he submitted his driving licence, bank statement and home address with notarized papers

A driver's license, bank statements and notarized papers are meaningless since anyone who lives outside the US can have those.

What about pay stubs?  Where does your husband work?  Where are the documents related to his current job in the US?  His daily job is his best proof that he is living and working in the US.

Notarized not required, and those docs don't necessarily prove US domicile

Let’s make this simple. Where does your husband sleep every night this week? The food he ate today, where was it purchased? Where is his workplace? 

 

You need to prove he lives in the US, spends the majority of his time here, works here. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!
