Plenty of international students from Europe attend community colleges here in California.   Go to any community college.  It appears that you are basing your posts on your assumptions and haven't really gone to any of these colleges to look around their international student offices.   Lots of Europeans.  French.  German.  Italian.  Swedish.  Swiss.  English.  Kids from all over the world.

Educational offerings don't have to be poor in their home country.  This isn't a medical visitor visa.  Educational offerings in the home country has absolutely nothing to do with getting a student visa.  If it was, then it would be impossible to get a student visa if a person is from a country with a good education system - which we know is not true because we get international students from every country in the world.

It's difficult to believe that German students would seek enrollment into a community college in California for a fee (+ travel and accomodation) whereas Germany has abolished tuition fees for undergrads, both German and international, at all, only books/campus compensation payable.

It wasn’t a university, it was a community college and she was actually approved for the semester that starts in late August 2019. They didn’t release applications until March 2019, which was when she applied.

My mother and I have both looked into the process of receiving disability benefits and for my specific disability, you need to be below a certain amount of money in savings to qualify.

Just to let you know, if you (as in you specifically, not your family etc) have sufficient savings you may not need a joint sponsor. I also think it may be useful to be filing taxes based on the interest earned from accounts/CDs etc in your own name - if you are not already.

Have you looked into German students enrolling in US community colleges?

Would it change your mind to know that the German Government pays tuition and gives their international students stipends to attend school in the US?

I know lots of German international students in San Diego.  Google it.

my fiance wouldnt lie, and i dont think they suspected fraud. She wanted to know if there was anything she could show them then, or anything she could bring next time and book a second appointment to get her student visa. they said if it were me i wouldnt come back. i dont think it was in response to all visas, and my fiance doesnt seem to think so either.

Ok. Didn’t mean to worry you.. Sounds like they only were referring to the student Visa. Go for K1 and follow this forum. My fiancée is here thanks to all of the help here!!!

My wife was denied 2 tourist visas.

Remember to answer the questions on your forms correctly that ask if ever denied visa before. Answer yes. It’s not a big deal

Do you know of any by name? I was trying to look into this but found absolutely no info on it.

I have seen references here on VJ to both Denmark and Iceland.
