OK.. so my status was updated to "Card Was Picked Up By The United States Postal Service" and they provided a tracking number. 

I have been tracking at USPS website, and today it said "Delivered", but it shows that it was delivered to another city where I have never lived and nothing to do me..!! 

I have not changed my address, and all my previous correspondence to my address was not a problem. 

 

I don't think its USPS issue.. it wouldn't get delivered to a different city. I believe USCIS got a wrong address?? 

 

Should I wait few days and call USCIS? How long does e-request to re-send the card take?

I would not wait, I would call immediately especially because you have evidence that it was delivered elsewhere.

I'm curious about the column on the tracking spreadsheet labeled "Biometrics Review Completed Date"...what does that mean? And how does one know when the review is complete? Thank you,

After biometrics appointment, status often changes to "Fingerprint Review Was Completed" or something similar. It's usually a day or two after the appointment but can happen any time later, or, I mean, USCIS...

Oh man, the approvals are so random that it does not make much sense. 

 

Lots of people that filed after I did already got approved.

 

The case right before mine just got approved last week, the case right after mine got RFE, on 9/9. Still waiting for an update.

I checked the 751 and 751A (dependent child) cases which were submitted in the same day (371 days ago). The following points are discovered:

     1)  No 751A has been approved. Their parents should not either.

     2)  For the 751 cases filed in the same day, the approval speed is very very slow, approximate 2 week for one case.

same here. Actually even worse, no update on biometrics, even though it was done in early July and later confirmed by the USCIS through online inquiry.

 

The approvals look so 'random', being processed in batch by different officers does not explain it. That's why I mentioned to you that I am curious if post-biometrics review speed has anything to do with the applicant's previous status/visa type.

Yeah mine changed, but only on the new website twice, On 7/1 and on 7/2. - I did bio 7/1

I-751 forms Received: 46,297

I-751 forms Approved: 50,529

I-751 forms Denied: 1,920

I-751 forms Adjudicated: 52,449 (approved+denied)

There are still 237,899 pending applications as of June 30, 2019
