PD current but I130 not approved

So my Priority Date is 3 March 2017 and I am F2A category and according to the latest visa bulletin which is May 2019, my PD will become current this May but my petition still processing and not approved yet. I was wondering if this is a common thing and if there is anything I can do. I filed an inquiry for outside normal processing time but it just says "expect an answer till 25 April".

I think you can go ahead submitting the application for I-485 form as you became current per Table B already.

My PD is Nov 14, 2017 and I filed my application for I-485 in February 2019 and got the notification that the interview is scheduled to May 24th 2019. 

The only weird thing is that I never received the approval for I-130

I am not in USA right now. I can't file for AOS. I have to use consular processing since I am abroad.
