NVC KEEPING REJECT BIRTH CERTIFICATE

My case is processing in NVC step. I have submitted all required documents, and be accepted, beside birth certificate. All the Chinese  birth certificates be reject for many time and the comment is “please submit an acceptable birth certificate” I am sure that all the birth certificates meet the requirements. However, they have be rejected for no reason. Is anyone got the same problem?
