I was reviewing my Fiancee's DS-3025 from the PP.  She has the form that expires on 10/31/2020 so it is slightly different than the other examples I've seen.

It is check marked "K Visa Applicant voluntarily completed vaccination requirements" but during the examination, while talking to the PP, she couldn't do the MMR vaccine due to breast feeding.  It is marked with a Blanket Waiver of "D." with a remark on the back of "MMR not available today."

Are we going to have to get her MMR vaccine in the US and *hopefully* get a transcription from a civil surgeon, or can we submit and see if we get RFE?

No you wont need any new vaccines. She received a waiver for the MMR vaccine. She completed everything she could the day of so that makes it complete. Them checking it as complete makes it complete.
