K1 Interview 2019 - BPI and profile?

Hi! Anyone else having a hard time trying to create a profile for the interview part? My fiancé has been trying to create one and the email that was used for DS 160 and it is not going through, using another email showed location as Hong Kong and not Philippines. BPI is still down so 🤷🏻‍♀️ Stuck it is. Just trying to figure out appointment availability since that’s the only thing that’s pending

Did she ever apply for a tourist visa before?   If not I see no reason for her email to an issue.

Is it ok if I create the profile from US? what about under a different email? It’s the immigrant option right?

 

BPI for visa payment is still down.. ☹️
