Yes it is, however I am just trying to get a feel for the rate for approvals/ denials. I am really not trying to get into the details surrounding the need for the visit while the petition is pending.....

Lots of factors.

What country?

Person's personal circumstances.

Your question is too general with too many variables.   It's like asking if anyone ever got an immigration visa.  Too general and covers too many different circumstances.

@aaron2020     Jamaica is the country/ husband wants to visit wife (US Citizen)

If you want good answers that is relevant to you, then ask directly.   Your best bet for answers is to ask in the Regional Discussions or ask about Jamaica specifically.

Getting a tourist visa from Vietnam is going to be different than getting a tourist visa from France.  Jamaica is going to be different.  Depends if the person is a farmer or an executive.

Give us background on the Jamaican husband.  Foreign visits?  Job?  Ties to Jamaica.   Not every Jamaican applicant is going to be treated the same.  They will get approvals or denials based on their particular circumstances.  What are the husband's circumstances?

The refusal rate for B Visas is about 55% for Jamaica.  Your husband can only try and see what the outcome is.

Good Luck!

Generally speaking, getting a tourist visa for pending immigrants with a petition in the pipeline is a challenge. What are the odds they won't just stay back and AOS? Depends on his ties to Jamaica at the moment. If he has a good job or near university completion, he has a better than average chance. But if not, his b2 odds are slim. There are a number of posts about Jamaican 'tourists' not returning home after b2 admittance.

B2 unlikely with those.

But with a spare $160, he could try and find out.

Getting a stable job in Jamaica is like birthing a child as a virgin... lol but miracles have been known to happen

Hence the reason why many are considered a high risk, thus leading to B2 visa denials.

When economic conditions are bad in a country, the risk factor for visa abusers rise. A foreigner could have the potential to make 5 to 10 times more in the USA than their own country. Even working under the table.
