After submitting the N400, waiting time is 21 month ?

Is a worst case estimate for the your location. Dallas had 24months at one point, but in reality cases get processed in half that time around 13 months. 

Dont read too much into it. Sit back and relax.

Thank you, I submitted it online, how would I know where my office located, I live in Wichita, Kansas

You can use the USCIS Processing Times site. Since you're in Wichita, Kansas, you'll probably be at the same office for your N400. The current processing time shown on the website is between 10.5 Months and 19.5 Months 

 

As exception1981 said, this is a worst case estimate for your processing time.
