This is regarding my I-751 application.  USCIS received my application in November 2018 and the check has been cashed out in December 2018.  I have my receipt number but i havent received the receipt notice and extension letter by mail yet, its been almost 5 months.  I sent 3 inquiries online and received emails from them but nothing happened.  Im wondering if it will still come.  Also, i flew to PH thinking the extension letter will come on time while im in the Philippines.  I dont know what elese to do.  USCIS told me i may be eligible to apply for I-131A, i am not sure though.  Is there anything else i can do?

I would suggest visiting the USCIS field office in Manila assuming you are still in the PH and see if there is anything they can do for you.  I think that office is still open.

Cant believe you left without the stamp since you hadn’t gotten the extension letter.

Yikes!

How much longer are you abroad for?  I would suggest another online request and a bunch of follow up calls until they mail it, and then have someone FedEx it to you.

From what I've heard from other people it can take about 6 months now to get anything regarding the I-751

I contacted USCIS Manila via email, and they told me i MAYBE eligible to apply for I-131A.  I am not 100% sure though.

I would set up an appointment or walk-in and explain the situation at the USCIS office.  If you do need an I-131A, you might be able to apply at that time.  FYI, the filing fee is $575 I believe.
