I 751 Green card expiring 5/15/2019

Hello I hope that someone in here can guide me or show me a light at the end of this very dark tunnel. I will try to make my story short we recently moved to Florida from California just a month after getting here on our way to DMV to change our license plates they broke into our car and stole all our belongings meaning all of our personal identification they stole ny husbands greencard Social Security card even his passport, leaving him with out any Identification and leaving us on a huge bind since my husband was working here at government building and not being able to show his ID to enter he was layed off with that said his greencard is coming to be renewed in May just a month away I already sent in the packet for the I751 and the I90 including a fee waiver because with him unemployed we dont have 1200 dollars to pay at this moment, the two packets were sent right back stating I had not given enough evidence of a hardship 😔🤔 my question now is and here is where I need help If anyone has maybe had a similar experience I am terrified that we will not get the I751 in on time and that my husband can even be deported. has anyone filed a fee waiver ? and has been successful in getting it approved? also should I only focus on sending the I751 first and then sending the I90 after ? in case they dont approve the fee waiver again ? if someone can please help me here maybe guide me I am desperate.
