Thanks @Scandi! My gc expires on 6/1 and I filed quite late... So getting worried already. We couldn't get all papers together in time, unfortunately..

You don't get a sticker on the back of your greencard when you file for removal of conditions. You receive an extension letter that extends your greencard for 18 months.

 

When you file to renew your greencard (very different from ROC) you receive a sticker on the back of your greencard at the biometrics appointment.

 

Only those who don't have any proof of their status (meaning those without an extension letter or sticker) get an I-551 stamp in their passport at an info pass appointment.

USCIS had a vendor issue back then (around Summer 2018). When I 751 is delivered, outsourcing employees (or vendor) are primarily responsible to update basic information as well as scan all of the required documents to electronic servers. I don't know the specifics of the details why it was not done correctly, but vendor had an issue. I also don't know if the vendor's contract is terminated (reasonably, I would assume the contract would be terminated, but I would not be too surprised if contract is still active with this vendor since it is USCIS). USCIS cashed the payment, but they just did not issue NOA1, and therefore I 751 filers were not able to provide proof of status on time. 

 

Additionally, due to the vendor issues, some of documents might have been lost during the scanning process, which may account for some RFEs that I 751 filers were absolutely sure to send evidences, but USCIS never received it. I can tell this with my personal experience that our vendor who is scanning couple of hundred pages in a day was always stressful. When I was training for my current position, I did scan 100 pages of records, which I thought it would be neat to scan all those into electronic server taking an hour or two, which turns out all of my Friday, and later I asked the vendor employee "Do you scan this all by yourself?" He said "yes", and I was like ".... not to mention you look so stressful all the time, but thank you". 

I am sure USCIS vendors have better equipment and more employees, but it takes time, and more importantly it is not easy to scan documents. Things can get messed up easily and moral of the employees are so low they wouldn't really bother. 

 

To overcome this vendor issue, USCIS is highly interested in taking I 751 as electronics, but so far, it is not available albeit USCIS vows to have all application for electronics only by 2021. However, applications like I 751 have so many pages, and if you think you are an ISO reviewing 600 pages electronics only..... it won't be fun.

Don't get me wrong, reviewing 600 pages is not fun anyway in paper either, but it is much easier than electronics because they can go back and forth easy while electronics, you have to click each time unless you choose to print important paper such as cover letter, table of content, or any others. (For my work, I review average 100 pages per day , and it is very time consuming although the nature of what I am reviewing is more focusing on scientific processes and ensuring calculations and processes are under valid results, whereas USCIS ISO would be reviewing factual materiality and basic information. Being that said, I would never imagine myself reviewing 100 pages of paperworks online only albeit occasionally I do just for training purposes of how others did beforehand). 

 

Anyway now it gets better, and their response timeline has been affordable for most of the cases.

You can send the package back the way it is even if they have written notes on it. But I would recommend adding more proof of bonafide relationship if you can find more, and if you do you might have to change your cover letter somewhat.

That's crazy! I thought since it's just one day before they would take your package. My package was 22 days before, so yes I'm definitely sure mine is on its way back to me. 😭

They are EXTREMELY strict....by law, they cannot accept a package even 1 day early.......90 days means 90 days......

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

At the biometrics appoint, they will take your picture and your fingerprints.......that is all.

It may sound petty but what you meany by "delivered" is your I 751 is delivered by carrier (i.e FedEx or USPS) or they perform initial review? 

 

Because when I 751is physical delivered, they dont review it first but it takes couple of days to open the boxes, which is why NOA date is normally couple of days later.

My package was delivered on April 24 according to the USPS tracking, and my NOA1 says USCIS received date is April 24.

 

So same date for both delivered and received.

 

Previous petitions have differed with 1 day for me. The i-129f and the i-485 both were "received" 1 day after they were "delivered". Only the i-751 was the same date on both.
