Hmmm I'm from the Philippines though... Yes I am sure it is 2017 because I just checked from the USIC website to make sure :)

but the fact that every rep tells you something different once inwas tood they are revieing cspa because i requested than i was told that it was sent to super visor for review and six weeks is the time for supervisor review than i was told cspa is not handled by super visor than after i was told that nvc no longer process cspa it is done at the embassy the rep who told me they no longer process cspa at nvc also said he was sending an email to supervisor to change category to f2a so the case can proceed to interview and the officer will determine cspa he said case is just being held and that they will not do the cspa here

So you are good.

 

It's is true, the consulate has the final approval on CSPA. As long as NVC send your application to the consulate and schedule your interview.

...then a Welcome Letter was sent in November 2018. WHAT 

Also checked CEAC website just now. my category is F2A. How is this possible? Could this cause an issue on my interview? :(

Hi, everyone 
My PD is 21th March 2017, visa F2A (green card holder’s son). 
I guess it will be current this May. But the problem is that I will turn 21 years old on 14th May this year too.
As I know CSPA doesn’t apply for LPR (the green card holder’s) minor children (or does it?)
So, if I will turn 21 AFTER my visa category (F2A) is current and the interview will be after I’m 21, will I eligible for F2A visa?
Or maybe I need to contact NVC?

CSPA applies to F2a.  

 

Your PD will be current in the May 2019 VB when you are still under 21 years old, so you do not have to worry about aging out.  Interview after you turn 21 is not a problem.

 

You do not need to contact the NVC.

 

Have you filed your DS-260?

Yes, I have field DS-260, AOS, and NVC accepted all documents, so I’m waiting for schedule an interview by NVC & the embassy of USA in my country when my PD will be currently.

i also filled out my ds-260 and was waiting for nvc to review it but before they were able to review it my category was changed to f2b

febuary 11th i submitted request i was being told that you would have a response in 6 weeks because its a supervisor review. after six weeks was up i was told they need to put another supevisor review request than i called two days after just to see if i hear some thing different and now this time rep told me that cspa is not a supervisor review and they shouldnt have told you that a super visor will look at it in six weeks. than the rep goes on to tell me that cspa are no longer calculated by nvc but at the interview the rep said he is going to email a supervisor to release the case back to f2a so that you can proceed with getting case complete and than at the interview is where your cspa will be determined. he said your case shouldnt be sitting here and theyre telling you wait for cspa review here at nvc when we dont do the reviews any more

My son's US Embassy interview for F2A visa is tomorrow April 4th and his CSPA age as of April 2019 (the month that F2A visa became available) is 20 years, 10 months.  Really close to 21 years !!!

 

We knew it would be close ... so preemptively last October 2018 when uploading all of the documentation to the NVC CEAC website, I also added a document that requested CSPA protection and I added the CSPA calculator results for the expected visa availability month of April 2019.  The next day after uploading all of the documents, the visa class on the CEAC website went to F2B because my son is older than 21 years and was locked out of being to submit any more documents.  I then called NVC and got some great advice that worked well.  The lady said to do a "Ask NVC" email through the following link:

and request that my file be reviewed with regards to CSPA protection for the F2A visa class.

 

I got an email back in two days that my "Ask NVC" inquiry was under review. A week later I noticed the CEAC website update the visa class to F2A. Then, 3 weeks later in November 2018, we got an email that my son is "documentarily qualified", and the previously uploaded CSPA protection request letter was "accepted" as well as all of the other required documents.   

 

Then on March 15, 2019, the April 2019 visa bulletin came out with my son's visa becoming available in April.  A few days later on March 19, 2019, we got an email saying that our US Embassy interview was scheduled for April 4, 2019.  Very impressive !!!

 

So this is an example of how to get successful CSPA protection and the NVC system working seamlessly.
