Cannot pay fees or fill out form DS-261

Hi there I am applying for a K1 visa. I got my case number and invoice number from NVC and when I login it just says k1 visa is required to fill out DS-160. I have filled out DS-160 and completed it but I still haven’t been given a option to pay fees or do form DS-261 to choose agent. I really want to get the ball rolling and pay my fees so my case can move forward. When I select OK it just brings me back to the login screen. Help! And thanks in advance

You will only be able to pay the fee once you have received the P4 from the consulate and are able to schedule your interview.
