Does the Travel Ban affect change of status or AOS?

Hello,

I am from Iran, and I entered the United States six years ago with an F1 visa. I am still on F1 visa, and I am planning on doing OPT, changing to H1 status and/or applying to permanent resident status. I was wondering if any of these processes are affected by the new travel ban. I read somewhere that the change of status from F1 to H1 is the same as applying to a new H1 visa. Does this mean it will be affected by the travel ban? Do we have any confirmation that H1 visas and permanent residency have been issued to citizens of Iran after the travel ban?
