All offices are moving to this system by the end of September 2019. 

@Hypnos is correct, but I don’t know why they would want to make it less convenient for people to schedule an infopass by calling and talking to parrots at the 1-800 number.

I did this just last week.

Nobody told me that! 😭

This was the response.

 

On March 12, 2019, we received your Form I-90, Application to Replace Permanent Resident Card, Receipt Number *blank* and mailed you a receipt notice. It is being processed at our Integrated Operating Env location. The notice describes how we will process your case. Please follow the instructions in the notice. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.

Supposedly too many people were making Infopass appointments for things they didn't need an appointment for, and were simply wasting slots and time. 

 

One advantage of the new system (perhaps the only advantage) is much less of a lead time between making an appointment and the appointment itself. Previously it would usually be a couple of weeks, but last week when I went to make one at Dallas on Thursday, they called me back on Friday and offered me a slot on Monday. Since I was busy that day they gave me Tuesday - today - instead. In fact, that's where I am right now! And this place is dead... Literally the fewest people I have ever seen here. There's perhaps five people here on the lower floor.

I also found this doing some research looks like it’s USCIS CBP field manuel...

 

If records show that the applicant has already been accorded creation of a record of admission for lawful permanent residence and issued a Permanent Resident Card (Form I-551), advise him or her that he or she must file Form I-90, Application to Replace Alien Registration Receipt Card, and pay the fee required by 8 CFR 103.7(b). (See Chapter 51 of this field manual regarding processing of such applications.)

OP indicates that they have not received their plastic green card, , however. They only have a passport stamp.
