The parent sponsorship in Canada has changed this year and it was in January 2019. My parents' application didn't get in as it was full in 5 minutes. I would have to wait another year to try and sponsor them.

Is attendance of graduations of cousins who live far away common in the Philippines culture? It isn't in the USA. You might want to choose a more significant event next time that involves a direct relative.

 

I have 70 first cousins spread across the nation and have never even contemplated attending one of their graduations.

My wife had a cousin who was set to graduate from navy basic training in USA.  US Embassy in Philiippines and Singapore issued about 3 tourist visas for some relative in the mid 20's age bracket and 4 tourist visa for some of her old aunts.

Just when you think you have TDS eradicate,  a new case shows up.

Obviously there people who can afford and have the inclination to fly so far, but as a percentage of the population it would be miniscule.

Im sure Canada is not too different than the US as far as visitor visas. Back home from the Philippines folks need to own their own property, have their own business and have at least $10K in the bank (the equivilant of 520,000 PHP). Other than that the Philippine govt is afraid of folks coming here and turning into ghosts and disappearing, AKA as TNT (Tago ng Tago)..

Philippine govt doesn't issue US or Canada visas though.

Sounds like their ties to Phil for a US visit visa are slim to none if they're open to be sponsored for Canadian PR.

There are some funny comments in this thread.

 

No, I'm not a CO, but they make things pretty clear.

 

They don't care why you want to come, not at all.  Coming for the biggest event of your life or you just want to come is all the same to them.

 

Will you overstay (ghost) your visa?  One and only concern they have.  So if you have significant ties, as in you own real estate and have money, you stand a good chance.  We are currently trying based on the premise that having a very good application for an immigration visa would make it very stupid to overstay a tourist visa.  Will it work?  I have been told it will, who knows?  We will know the first part of April.

 

It is a $160 per person bet.  Being turned down for a B visa does NOT count as "have you ever been denied", so the fee, trouble and stress are all you are risking.

 

I wish you well, I hope they get it if you apply, but in my opinion unless some big financial things have changed since the last refusal, like they bought a house, I would save the $320.

 

Keep in mind the person making the decision does not get in trouble for refusing you, they only get in trouble if they approve you and it goes wrong.  Therefore their attitude is that you are out to illegally immigrate unless you prove otherwise.

Actually, it isn't just the officers' "attitude" --- it's the law.  By law (Section 214 (b) of the INA), a visa officer must assume the applicant intends to immigrate until there is enough information to convince them otherwise.
