My family member had interview and decision can not be made yet because of address

Ok when she is interviewed in WA state...she has to through entire process again ..I mean civic/English test too?

she passed those tests...

 

Also she has to live in 3 months and get an ID before she will get an interview?

 

and finally by chance her application will be denied and she has to file again with new money from WA state?

Do they transfer file/case of N400 from NBC to local field office on the day they send interview notice ? 


I am asking because a family member had interview ...officer could not make decision so gave N-652 with civic/English passed.

 

Than on the same day there was a notice in to her online account that your case is transferred to another field office for review.

We dont know which office it is transferred yet but does this mean they transferred case from NBC to local field office after interview?

or it means they transferred from local field office (where they interviewed) to another field office?

I thought they would transfer from NBC to local office on the date of interview notice...

Please advise..
