Is premium is Opened for New CAP Exempt H1B ?

Timeline

Dear Authorities, 

 

I was in US till 21st Dec 2018 on H1B and now back to base (India).

 

Now I wanted to initiate CAP Exempt under premium processing. My employer filed it under normal processing and asking that Premium is not opened for new filing. 

 

Can you please suggest if I can convert my case under premium processing. There is no change in Role, Client, Position, Client address, which I got in original petition. 

 

I returned back because SOW got expired in 21st Dec and now new SOW signed between employer and client.

 

Please suggest, or if you can refer some USCIS link which can help me to understand will be really great.
