It is a denial.   The petition will expire.  I’m assuming it was for a K-1?

 

Your best option would be to marry and file for a CR-1.

 

You will need to strengthen the bonafides of your relationship.  There are many, many threads about how to do this here on VJ, and many pertain to Egypt in particular.

It depends on the situation. What did they say at the interview?

I know some cases where the file was returned to USCIS cause the embassy couldn't approve it after new information they got, but they did get approved after USCIS reviewed it again.

Especially if it says 'the last decision', it doesn't mean a straight up denial. 

Prepare for a denial, that way it won't hit as hard as when you get your hopes up, and you can only be very happy if they do approve it.
