Next time when you call, keep hitting redial until you get through. Yes, you must be willing to hold for 30+ minutes to talk to someone. It sucks but that's the nature of the beast. Good they have received your case, now all you have to do is wait some more to get a case number.

Wet signatures no longer required. Photocopies or scanned versions of the a signed copy is ok.

I don’t think u need police certificate from the United States. Only the countries you lived outside of the states. I may be wrong

You don't need US police certificates. Trust me FBI has already done background check on you already during the USCIS background check phase and they already know about your time in the US.

Timeline

Our case was approved 19th Feb and NVC received it 1st March. Lets see when they assign the case number and send us invoice. Do i need to call them and let them know my email ID's to get electronic notification for the case number? I think it'll be mid April before I see something but want to be proactive.
