Yes that was my understanding too before i reached to NVC stage but later found out that PCC is needed prior to interview .Your case is not going to complete until you submit copy of PCC with other documents 

OKay got it, Thanks i am week or two away for to get my case opened i should be able to get the PCC.

As for me I will get my PCC close to when I think I will get the case number, once I get my PCC I will not need to get any for the interview because my  PCC last 6 months so I will be good to go. once I see cases that was received the first week of February then I will try get my PCC.  it only take one day to get my PCC.

Please correct me if i am missing anything for NVC upload to complete Case without getting delayed if i don't receive any RFE.

Scanned Document Check List.
1) PCC copy.
2) Birth Certificate(Beneficiary).
3) 2 PP photo of Beneficiary ( how will i upload this?).
4) Marriage Certificate.
5) Passport biographic page(Beneficiary).
6) 2018 Tax Transcript with W2 and pay stub with employment letter.
7) Address proof? License (Petitioner).

You only need to upload one beneficiary photo ,save it on ur computer and upload it. You don't need address proof

After USCIS approvak on Feb 15, I called NVC and gave them the uscis case number then the lady said that the case was received on Feb 25th. She did not ask the name or anything and I am worried what if she misheard a number and may have read it off someone else's case.

 

Also, My question is whenever NVC mails the letter, will it have case number assigned or will that be a second mail after the first one?

if you want to be sure then call ask and ask again and email them its up to you. you are not the only one who feel that way,
