No. The DS-160 can be completed at anytime.  You don't have to wait till your CS# is assigned or at the embassy. WAC# will work.

So I started the DS-160 like a month ago. I can submit today using the WAC from NOA1? Or is there a new WAC on NOA2?

Packet Sent 10/18

Delivered to Lockbox 10/21

Fee Paid 10/25

NOA1 10/25

Same WAC for 1 and 2. They only hold the DS-160 for 30 days unless you have logged onto the DS-160 during that 30 day period, then the clock starts again giving you another 30 days to return. You say "like a month ago" so don't be surprised if it isn't there any longer. Just saying.

Update: I called the NVC today, and they received our file. Hopefully we'll get the case number in a few days. :)

That's great news. Give them a call later in the week and see if it has been assigned. Now you start the downhill trek. Good luck.

When does the NVC send cases to the embassy every week on Tuesdays or every two weeks on Tuesdays?

Just called NVC and got my case number. However they said the case was still sitting there and they have not sent it to the embassy yet. NOA2 was 2/28/19. Was able to update email address and physical address for my fiance. Hopefully they will send it soon.

Next shipment date is tomorrow, depending on when your case number was assigned it may possibly be in tomorrow’s shipment.
