I think until u get case number from nvc u won’t be able put ds160 . Because u won’t know if your forms are at embessy over the see

No. The DS-160 can be completed at anytime.  You don't have to wait till your CS# is assigned or at the embassy. WAC# will work.

In some cases, the beneficiary with the case number can schedule the medical and interview. Some cases meaning it's embassy by embassy.

Some embassies do and some don't allow you to begin the process with just the case number. So for those ppl there is no reason to be on the phone because you can't do anything unless your embassy allows. To know that you need to be either in the sub-forum for your region/country or have a copy of the P3 letter which outlines what can be done and what can't be done.
