You can complete the DS-160 at any time. Payment varies by embassy but from the Russian Consulate page on VJ I believe you can pay it the day of the interview.

While waiting for our NVC number, can i go ahead and fill out the i-134?  does that make sense to do now?
anything else i should be doing while waiting for NVC number?

 

I cant track any mail until i have that right?  i was not going to call for a couple weeks since i read it takes a month.

I had my noa2 March 14th. I still didn’t get anything from NVC I call every 4 days and still nothing .

Did you both update your email address with NVC even if your email did not change? Does not work for everyone , but they notified me my case had arrived. Put in the inquiry that you would like to receive an email when your case arrives at NVC. Then after your case arrives send another email and tell them you would like to get your case number by email, even if you plan to call to get your case number which everyone does. They also sent me an email telling me my case number, but it was late I had already found out due to calling. You have to call often once your case is there.

Gather up and prepare your documents for the Jamaica embassy i.e., I-134, Tax information, updated letter of intent to marry, etc. Don't get into a hurry on the DS160 I would at least wait until your case number is in hand.
