Don't see how can they even run a background check on a every overstayed tourist (which seems was the case)..  These people don't even 'exist" for MVD - it's a job for Ministry of Foreign Affairs /Custom, but they have nothing to do with issuance of  Police certificate.  

But again - I might be mistaken.

I totally second you with that. The only thing that comes to my mind is to write an official 'individual's request for information' to MVD (it's a type of letter that state authorities are not allowed to neglect and if they do, punishment comes soon and harsh) in Ukrainian and ask whether such foreign national can get this clearance and if so, then where and how. If the answer will be 'no', it will be 100% official no.

This was linked earlier in the thread, this is from Ukrainian embassy in Canada.

https://canada.mfa.gov.ua/en/consular-affairs/services/police-certificate which totally makes sense to me.

 

There is no internal passport, as it is foreign national asking for police clearance so process for them is obviously different. It is also not free. I see no reason why embassy in Brazil would not have same service, but with how convoluted everything about this process is I am not at all surprised if for some reason they don't. The over stay should not matter for the purposes of police certificate, they are not trying to prove negative, they are just reporting lack of positive as far as police records go.

The link clearly states that the address of the last residence must be indicated. And it is indicated - in a citizen's passport .

For foreigners,  present in the country more than 6 months (this implies a  resident status )   - a certificate of registration of residence would be provided. With the address. 

 

Overstay doesn't matter for Police certificate - that's true.

But I meant that for the Agency, an overstayed tourist still just a traveler who is not supposed to be in the country more than 90 days. So, no Police Certificate would be required /issued whatsoever.

Students and people on other 'long term stay " visas are usually also  registered at the address of their residence  in Ukraine.

Police is impossible to do because of the war currently while is in "Marital law". Has anyone had any luck doing it recently?
