Without having a better understanding of the story, particularly what your friend lied about, nobody can really lend a very definitive opinion, or answer.

 

Overall, though - a history of lying on the visa-front probably won't look good for yet another attempt at another kind of visa.

Depends what the lie was. Did he lie he was married had kids to get a visa? Did he say he knew no one in US but was really coming to see GF/BF./whatever.
 

Now a K1 how long ago was the Visitor Visa denied? How many times have others petitioned him?

 

So many questions that I am sure we will never get answers to. Oh well.

How could you even lie to the officer at the interview for a visa that you are married with children but you can’t provide your marriage certificate and children’s birth certificates?

For a visitor visa you normally don’t show a marriage certificate you just state it on the forms, in some countries people tend to use agencies to apply for a visitor visa they usually just fill the form in for you but they are known for advising people to lie on the form about being married as they think it will help them get a visitor visa as it can be considered a tie to the home country. The problem arises when the lie is caught usually by the person later wanting to be sponsored by a us spouse or fiancé and then not being able to provide the marriage and subsequent divorce papers. They are then caught in a misrepresentation, which may or may not be considered material depending on the circumstances which leads to a ban.

All your friend can do is go through with the interview and, well, best of luck. It is NEVER a good idea to lie though, whether on application or to an Immigration Officer.
