I'll start with a quick timeline for my wife and step son's I-751:

 

-recieved at Phoenix lockbox 2/8/2019

-recieved 18 month extension letter for my wife from NBC with MSC receipt number last week

-recieved biometrics letter for my wife from NBC yesterday with biometrics appointment next Wednesday (March 6th)

 

We haven't received anything in the mail for my step son yet. I called USCIS today to inquire about this. They gave me my step sons receipt number which also starts with MSC. They told me it can take up to 30 days to receive mail for him and his case may be processed seperately  (meaning we will have to make two seperate long drives for biometrics).

 

I have been doing some searching online about I-751 cases being processed at NBC and all I can find are cases that started somewhere else and were later transferred to NBC. It appears from what I am reading that I-751 cases are sent to NBC to be scheduled for an interview. I don't see it being possible that they decided this quickly that my wife and step sons cases need interviews but I could be wrong. Maybe they are starting to process I-751 cases at different service centers now. Anyone have any theories or any evidence to suggest what is going on here? I will say our I-130 case was processed unusually fast and was through USCIS very quickly so nothing would surprise me here.

There are a lot of filers in the Jan 2019 & Feb 2019 Filers thread that received MSC receipt numbers & their I-751 petitions have been send to NBC. Nothing unusual about it, it's just USCIS distributing the workload between the service centers & NBC.

 

If you do not get the NOA1 (extension) letters in 30 days, you can call USCIS at the 1-800 number and create a request for Non-delivery of receipt notice. OR you can create the request online here:

The I-751 cases being transferred from service centers to NBC after a year or so are for folks that applied for N-400 (Naturalization) while their ROC (I-751) was pending. There is always an interview for N-400, and for these cases the I-751 is also adjudicated at the same time.

02/14/2019: Submitted e-request for non-delivery of receipt notice

02/28/2019: Received e-request response. Receipt notice was never initially sent and we should receive it in 10-14 business days

03/04/2019: Received original NOA1 letter with 18 month extension

08/09/2019: Received biometrics appointment letter, scheduled for Aug 19

08/14/2019: Completed early walk-in biometrics appointment on Aug 13, Status changed on myUSCIS site to "Fingerprint Review Was Completed"

01/02/2020: Case status updated to "New Card Is Being Produced"

01/03/2020: Case status updated to "Case Was Approved"

01/06/2020: Received I-751 Approval Notice in the mail 

01/09/2020: Received 10yr Green Card in the mail

Just received wife's I-797 for ROC.......Notice date 4/2/2019......MSCxxxxxxx.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
