Police Clearance help for IR-5 (Parent Visa)

Hello All,

PLEASE HELP!!

I am in the process of bringing my Parent here via IR-5 Visa. 

 

Wanting some advise about the Police Clearance -

She is currently living in Cebu so no problem obtaining a Police Clearance there but has lived in Davao previously, over 12 months & over 16 years old.  She was just told that Davao will NOT provide a Police Certificate because she doesn't live there anymore.  So...we are stuck.  Has anyone experienced this dilemma living in multiple locations in the Philippines and only obtained a police clearance at where they are currently living at (like my Mom-Cebu)?  No problems with the US Embassy or NVC even if it shows in the "Previous Address"?

She only needs one police report from NBI for all of Philippines

Not local police clearance.  NBI is what is needed.  

 

If they ever lived in a foreign country for 1 year or more then they would need a foreign police clearance.

Do complete steps 1-5
