I see that some consulate ask for packet 3 to be sent and 4, what exactly are these "famous" packets?

3 = information the embassy sends the beneficiary once they get the petition. It has forms to fill out, a checklist, medical instructions etc. Check for your specific embassy. Packet 4 = the interview date which is issued after the embassy gets packet 3. This might be slightly different based on the embassy though

According to the link posted above, packet 3 and 4 comes in a single envelop for K-1 applicants going through Santo Domingo. It contains your interview letter, instructions AND the forms and list of documents you need to complete and take with you to your interview.

Packets 3 and 4 are outdated terminology that refuses to die - the packet system for immigration processing was done away with years ago. Today, packet 3 is essentially visa application information and forms that is sent by the consulate to the applicant and packet 4 is notification of the visa interview sent by the consulate to the applicant.

What is in each packet can vary from consulate to consulate, often including consulate-specific information and instructions that apply only to the particular consulate, but the general contents of both packets combined will be the same for all consulates.

Some consulates may send only 1 packet that contains everything (occasionally leading to great debate as to whether the 1 packet is packet 3 or packet 4).
