"Photographs" needed for Civil Documents

I've started uploading documents for my wife's parents and one of the things to submit are photographs.  Is this a picture with my wife and her parents together or a photo of her mom/dad to be used for the visa photo?

I believe it is the Visa photo. Once you've submitted your DS-260, the last page (Tab marked Sign) shows the requirements needed for the civil documents and photograph as well as embassy info.
